The Center submitted to the Supreme Court in the Suo Moto Migrant WorkerCases. The center clarified that an aggregate of states and union territories are of32 and in total of this 86% of the population are covered under the “National Food Security Act” under the ONORC plan by December 2020, except with the few sates – Assam, Chhattisgarh, Delhi and WesBengal.The written submission form the centers side – “The integration of reaming 4states including union territories of Assam , Chhattisgarh, Delhi and West Bengals expected to be achieveddependingupon the technical readiness of these States to implement the portability of ration cards. The onus on implementing ONORC is on these states.”
Claims of Delhi are misleading:
The claims of Delhi that SNSTD launch of this plan in circle 63 Seemapuri is misleading that it was a harmful transactions which has been conducted in a single circle with about 42 ePoS machines. It has stressed that a large number of people in the Delhi inter- states migrants are present across the Delhi who don’t access or authority to have their food grains, and also not being able to take the advantage or benefit of their determined quotas of subsidized food grains in Delhi because of lack of full implementation of ONORC as well as absence of full and detailed reporting of transitions or distribution details of NFSA or PMGKAY food grains on the Union Portals.
Additional Food Security Measures are:

In addition other various scheme also undertaken further also extended to help or unable the states including the union territories to obtain additional quantities of food grains under the Open Market Scales Scheme (D) from FCI at subsidized or minimal rates. “It is submitted that the Union of Indi is committed to makes sufficient food grains available to the Stated at highly subsidized prices under the above schemes, to tide over the differently of food security during the current crisis, however, the responsibility of identification and distribution to the beneficiaries lies upon the shoulder of the States including the Union Territories.
” The Supreme Count on June 11, 2021 had observed or order that all statesshould implement the ONORC plan, which will allows or help the migrant workers to get the benefit the ration irrespective of the fact which part of the counter they belong or where their ration card is registered and proceeded toreserve the judgment in the Suo Moto Migrant Worker Cases.
