Army Chief General Bipin Rawat, highlighted the need for serving officers and soldiers to approach the Supreme Court in their person capacity against the alleged dilution of the Armed Forces (Special Powers) Act (AFSPA).
He observed that the government is aware that the army had been fighting these cases and AFSPA is a very strong law, which provides for protection to the soldiers. He further showed concern towards the fact that what will happen if they lose the case. Many Army officers and soldiers have approached the Supreme Court against the dilution of AFSPA, which protected them from prosecution without the approval of Central Government. He further pointed out that most of the signatory countries did not participate in the counter-insurgency operations.
The interactive session with the Army Chief has been pointed out as unusual.
The Army Chief further expressed a negative opinion on officers of JAG branch, by saying that the lawyers have misled the officers to ensure cases after the retirement.
While explaining the decision, which inducted two types of rifles in the Army to replace the INSAS weapon system, Rawat said that the infantry would get better quality of weapons and the remaining arms and services could do better with less potent rifles because, there is no need to fight on the frontline.
Rawat added that the difference between the cost of rifles will ensure an amount of saving which will be used to procure Apache helicopters. Officers were also ensured that with increased spending on ammunition, the Army is bound to achieve self sufficiency.
He also stated that army was fighting for Non-Functional Upgrade on par with civilian officers but it did not achieve any monetary benefit. Besides this, the issue of enhancement of military service pay and restructuring of Army Headquarters have also been bought into light by him.
