The Supreme Court bench headed by JusticeRanjanGogoi and RohintonNariman, Attorneys General KK Venugopal advanced that there will be no copy of the complete report of the state coordinator for the National Register of Citizens to be shared with the Union of India, pertaining to the modes of the standard operating procedures that deal with the claims of those not included in the first draft that has been published by Assam on July 30.
The bench agreed with the state coordinator and said that in addition to the initial information by the applicant, if the claims on the basis of the documents are not proved, any on EOF the ten documents set out in the report shall be permitted at the stage of addressing claims and objections. The bench proceeded to record that the 10 documents set out by the state coordinator can be relied upon by the claimer for including in the NRC subject to authenticity of the documents. The bench further asserted that what has been set out in the report should be sufficient for Union of India and other stakeholders to indicate their opinion on the matter.
When the AG asked about the five remaining documents, Justice Gogoi replied that List A is a matter for public record. Justice Nariman added that when the ten documents are put out, the remaining five would be clear. The AG said that the rest of the report had to be seen and that the judiciary was interested with the larger population. The Government of India may be interested to know more but only a limited amount of information can be disclosed at the current stage.
