A Supreme Court bench headed by Justices Madan B Lokur and Deepak Gupta why states were disputing Centre’s figure that potholes killed 3597 people last year and to rectify this the centre was reluctant to take any constructive action. The bench said that it is unfortunately that some states were disputing the data published by the Union Ministry of Road Transport and Highway under the Central Government on the ground that figures were not verified by the transport department of the respective states. The court noted that the number of deaths caused by road accidents were more than the fatalities of a terrorist attack. This situation is indeed frightening.
The Apex Court noted that official data showing pothole related accidents were 3597 and the terrorist extremities were 803 in 2017. The bench said that some states have claimed that the funds allocated to them are not sufficient in maintaining the roads in order to prevent accidents. The bench observed that since states constructed the roads they were also obliged to maintain them. Advocate Gaurav Agarwal was the amicus curiae in the case and said that the authorities do not understand the intensity of the underlying matter and no policy was discussed at the meeting on how to repair potholes. In that case he asked what was the pint of giving contractors the money for construction of roads if there isn’t enough funds to maintain them.
