The mid-day meal scheme, which is of considerable benefit to the children in the country, is not being taken seriously by several States. Data has not been supplied and there are allegations made by the petitioner about food-grains disappearing and not reaching the schools and thereby denying the benefit of Mid Day Meal Scheme to children. A cost of Rs 1,00,000/- (Rs One Lac only) has been imposed on the states of Andhra Pradesh, Arunachal Pradesh, Meghalaya and Odisha. These states have been directed that this amount be deposited with the Supreme Court Legal Services Committee within a period of four weeks for juvenile justice issues. Further, a cost of Rs 1,00,000/- has also been imposed on Jammu & Kashmir on account of non-working of the link made available. A cost of Rs 2,00,000/- (Rs Two Lacs Only) has been imposed on the Government of NCT of Delhi in the same matter related to the implementation of the mid-day meal scheme in schools.
The costs were imposed on the States on account of their failure to create an online link, along with a chart for monitoring the implementation and hygiene of mid-day meal scheme in government-run schools. These directives were issued by the Apex Court bench comprising of Justice MB Lokur, Justice Deepak Gupta and Justice Hemant Gupta on Tuesday. The plea on the matter was filed by NGO ‘Antarrashtriya Manav Adhikar Nigraani Parishad’.
