The Wall of Women is to be formed from the northern district of Kasargode to the Southern-most district of Thiruvananthapuram. It is aimed at demonstrating the “secular and progressive mindset” of the state. It is a campaign envisaged in the policy decision of the government, details of which had already been stated in the Governor’s address and the budget speech. Chief Minister Pinarayi Vijayan had announced that the “Women’s Wall” would be formed on January 1 during a meeting with over 50 socio-cultural organizations in Thiruvananthapuram on December 1 and had declared,” No one can push back the progressive society of Kerala into the dark ages”.
The division bench of Chief Justice Hrishikesh Roy and Justice A K Jayasankaran Nambiar was considering a batch of petitions challenging the program alleging that Government was compelling the participation of public servants and that the funds meant for flood relief were being diverted for the campaign. On this, the Government was directed the exclusion of persons below the age of 18 years. The exclusion of participation of children even with the consent of or presence of their parents or teachers was ordered “considering the nature of the event and the adverse impact it could have on their interest.”
Regarding the diversion of flood funds, the Government’s submission stating the importance of the campaign was taken by the Court at face value.
