Due to the Pulwama attack, Kashmiri students have been facing troubles across the country. Attorney General K.K. Venugopal made a submission before the Apex Court that there was no violence or threat against those students so far. Having recorded this statement, the Court said that no further directions were necessary in this regard at this stage. Senior Advocate Colin Gonsalves hinted at having a helpline along with e-filing FIR facility to prevent such violence or threats.
The Apex Court said the Ministry of Home Affairs to ensure publicity of the nodal officers appointed for addressing the grievances of the victims of such threats, violence or other coercive acts in all the states. The Nodal officers in all states and Union Territories would be responsible for taking action against those who intimidate or engage in violence against the Kashmiri Students and other minorities. It is imperative that every such assault, threat or violent act has to be brought to the notice of the nodal officer.
The Court said that it examined the official announcements made by the Home Ministry to the Chief Secretaries and DGP of all states. Such announcements would be reiterated regularly, and the Chief Secretaries, DGP and Police Commissioner of Delhi are directed to prevent any act of coercion, violence, threat, assault against the Kashmiri students, which may happen as a repercussion of the attack in Pulwama.
After permitting Punjab and Maharashtra to be impleaded as respondents, the judicial institution served notice upon the Centre and nine other states on the petition filed urgently by the bench on Friday on the word of Mr Gonsalves a day before.
