Experts said in a meeting on September 24th, 2019 that the amended Motor Vehicles Act is likely to reduce the number of accidents-caused-deaths in India per year. Ever since the Act came into force in July it has been getting opposed by the common people and the state governments of different states.
However, the experts say that only criticizing the penalties would not help but implementing it would. According to reports of the World Health Organization (WHO) every year almost 7,33,000 lives were lost due to road accident in the last five years.
Last week Union Road Highways and Transport Minister Nitin Gadkari said that on an estimate every year almost five lakh people lost their lives due to accidents caused by violating traffic rules. He also said that except in few states, the Act was warmly welcomed by the other states and the implementation in those states has led to people being more careful while driving and people applying for vehicle-related documents has also increased. All this is happening because of the high penalties that may be imposed on them in case they violate any of the traffic rules.
Vinay P Sahasrabuddhe, Rajya Sabha MP, chairman of Rajya Sabha’s Select Committee on Motor Vehicles Act Bill 2017 said that the states should implement the Act without any hesitation in order to bring down the rate of road accidents every year. Rajesh Yadav, transport commissioner, Government of Rajasthan said that instead of implementing the Act and being careful on the roads, people are targeting the government on grounds of providing good infrastructure and protesting against the same.
He further said that on an average the people dying due to road accidents are the bread earners of their families usually in the productive age group of 18 years to 60 years. The maximum accidents that take place on the road are that of two-wheelers. Most of the people meeting with accidents are poor. People should hence understand that every life is important and needs to be saved.
He also said that awareness needs to be created among people to follow and respect traffic rules as there are many good provisions in the Act that are not being highlighted but only the high penalty aspect becomes the news every day. He also requested that even the film producers and directors could create awareness about following rules on the road so that the number of road accidents is reduced in India.
