Telangana HC issues guidelines to prevent drug abuse in educational institutions
An appeal had been filed by two students of NIT, Warangal who were suspended from attending classes for a year and were imposed with a penalty of Rs. 1 lakh as they were found to be under the influence and in possession of marijuana at college campus. Although the court in this case took a lenient approach towards the Petitioner-students, but it went on to insist upon the responsibility of educational institutions to take steps to curb drug abuse under National Policy on Narcotic Drugs and Psychotropic Substances. Taking this into account the Telangana High Court has issued a slew of directions for educational institutions in order to prevent the same. It also said that esteemed institutions like NITs should work towards such problems, support students mentally and help them to rehabilitate.
It directed the educational institutions to look out for peddlers who are involved in supplying drugs and report them to the police. To conduct counselling sessions in their institution and to conduct anonymous surveys to assess the level of drug addiction and thereby provide them with medical assistance. It also encouraged educational institutions to constitute an anti-drug club and impart knowledge regarding negative impacts of drugs on physical and mental health. A psychiatrists and psychologists should be appointed by the institute. Likewise, the court issued a list of suggestions to educational institutions and also said that the guidelines are mere suggestive and the institute can evolve its own policy and measures in order to curb drug abuse.With regards the case, the court said that such matters where there is breach of institutional rules, the courts should not interfere as the same would damage the academic atmosphere and would also sent wrong signal. However, it also said that the tender age of students cannot be ignored in such a case and a balance has to be maintained. Accordingly, with the hope that the students will be directed to a correct path, the court issued reformative guidelines.
