Today, the center submitted the status report to SC. This was regarding a petition filed by Alakh Alok Srivastava in SC. The status report was filed to apprise the court about the pro-active and pre-emptive steps taken by the center to deal with the COVID-19 pandemic. COVID-19 pandemic is declared to be ‘public health emergency of international importance’ or global pandemic by WHO on 30th Jan. The status reports submit that the Indian administration started working before it was declared a global pandemic even before the first case was discovered in India.
On 7th Jan, China reported a new type of virus named ‘Corona Virus’ as a causative agent of disease. India's joint monitoring mission under Director general of health services Ministry of Health immediately met on 8 January to monitor the situation also on 7 January itself union health secretary address all the state to take necessary action about the preparedness to meet with any potential emergency. The center also started thermal screening of fever of all passengers coming from China and Hong Kong at 3 international airports.
The situation was monitored at the highest political and executive-level by the honorable Prime Minister. Further committee of secretaries headed by Cabinet Secretary coordinated the management effort being taken at ground level across the country. The Union Health Secretary has taken a detailed review meeting through video conference almost every day to ensure the effective implementation of measures suggested by the central government. Joint Monitoring Group under Director-General of Health Services, Union Ministry of Health including WHO held a series of meeting to provide required Technical Support to the management efforts of the Central Govt.
Travel advisories were issued on 30th January and many additional and further advisories were issued periodically. by 4th March thermal screening was initiated for all international flight and the symptomatic passengers were directly taken to the isolation wards and asymptomatic passengers were further advised to be at-home quarantine. On 19th March in the view of widespread cases reported from across the world the central government decided to stop all international flights with effect from 22nd March and the said restriction has been extended up to 14th April. The central government took all steps required much ahead of what many other countries took subsequently weather view to protecting people of our country.
As per the WHO situation report dated 27th March most of the other countries initiated thermal screening in stage 2 and stage 3 of the infection in their respective countries. the passengers are also being monitored by the ministry of health with the corporation of all the state governments for 28 days. those passengers who are at risk are immediately hospitalised I'm there profile is prepared based on travel history contact history co-morbidities. A list of all passengers obtained from the Bureau of Immigration was sent to all the state governments for monitoring these international passengers as per the medical protocol.
The center has enhanced the testing ability for coronavirus from a single lab in January to 118 labs presently operational with a testing capacity of 15000 tests per day. the government has coordinated with 47 private laboratories that have more than 20000 collection centers in the country.
Furthermore to manage the fake news likely to cause panic in public will be tackled by the union government separately . for this a separate unit will be established to answer the queries of citizens and to provide real-time and facts. The center has also urged hey Supreme Court to issue a direction that no electronic or print media or social media shall print or publish telecast cast anything without first ascertaining the true factual position from the spate mechanism provided by the central government.
