Earlier the Prime Minister Narendra Modi had announed the launch of PM-CARE Fund due to the outbreak of novel coronavirus.The Prime Minister Narendra Modi had urged people to donate in PM-CARE Fund to help government to fight against the pandemic.Many people including celeberaties had donated a huge amount of fund to help government to fight the battel against novel coronavirus.Government said that this fund was launched to to help health workers and millions of day labourers,whose lives had been affected due to the outbreak of novel coronavirus.But the opposition parties and aid groups had expressed their concern that this said fund lacks transparency.The opposition raised many question by asking the governemnt wht this new fund could not be merged with the older fund that is Prime Minister's National Relief Fund.The opposition also said that the receipts of the donations are also not made available to the people who are donating.Congress Chief Ministers have also put up a question why the CM Relief Funds are not eligible for funds from companies under Corporate Social Responsibility (CSR) like the PM-CARES Fund.The central government said that the controversy around the CM relief funds not being eligible for CSR is hence a result of incomplete knowledge of the law and the facts around it.
Now the PM-CARE Fund will be audited by an independent qualified set of authorities appointed by its trustees,including the prime minister.PCARE Fund has also got exemption under the Foreign Contribution (Regulating)Act (FCRA) and a seperate account for receiving foreign donations has been opened.Donors will be able to download donation receipts directlyfrom the PM-CARES portal itself.
However on Monday 13th April,the Supreme Court will be hearing a PIL with regard to quash the government's decision to set up the seperate fund.The PIL has sought to transfer the PM-CARES Fund received so far in the fund to the Consolidated Fund of India.
