The Supreme Court on Tuesday pulled up the Centre for adopting a "callous approach" on the issue of installation of CCTVs in courts and tribunals for recording judicial proceedings and sought a status report on the work done on it till now. The Supreme Court has appointed senior advocate Sidharth luthra as amicus curiae to look after the implementation of the order.
The main objective behind setting up camera for audio and visual recording of court proceedings was to bring transparency in the court based on a plea filed by Praduman bisht. According to a leading news journal, “The apex court said it will first see the response of the pilot project of CCTV installations in trial courts and tribunals and then would look for the possibility in high courts and the Supreme Court.”
The bench of justice’s Adarsh Goel and U.U Lalit were of the view that the work towards installing CCTVs in courts and tribunals is not happening at a desired speed. The bench yesterday has sought a status report from the centre over the work done till now. Counsel appearing for the Centre said that they have not received a status report from the tribunals and sought some more time.
On November 23, additional solicitor general Pinky Anand, has informed the same bench that the status report on the compliance with order dated August 14 of the same bench regarding the installation of CCTV cameras in all subordinate courts over all India will be submitted soon. Not only this, Anand satisfied the court by informing it that the ministry of law and justice had written to the registrars general of high courts, the chief secretaries of state governments and the administrators of UT’s with regard to installation. An affidavit regarding the same was filed by deputy secretary, department of justice, government of India.
The status report highlights and reveals that Allahabad high court has defined “ three phases” to undertake the installation in all the districts courts of UP. The Calcutta high court is waiting for the sanctions to float tender in respect of installation of CCTVs in 6 recognized districts. In respect to installation, Delhi has completed its installation in its 2 recognized districts and Gujarat has successfully planned it for all districts and is expected to be equipped with CCTVs by March.
