Relax with Caution: Unlock 1 or Lockdown 5.O?
After the 68 days long nation-wide lockdown, the government of India has announced its first unlock with certain conditions applied. In these four lockdowns, people lost their jobs, the hunger level has risen, many people have to migrate to their home-towns on their feet and lots of unwanted incidents which has grossly affected the human life and has also shaken-up the country’s economy.
On 30th May 2020 a day before the culmination of the fourth lockdown, the Ministry of Home Affairs has issued an order which describes the pattern of Unlock and has instructed to extend the lockdown 5.O for the Containment Areas till 30th June 2020. These include those areas where more COVID-19 cases are registered. But there has been a great relaxation in the areas outside the containment zone in a phased manner.
The government had already opened a lot of things before but there are other places that will re-open in three phases. The first phase will be from 8th June where the following activities will open:
To maintain social distancing and to contain the spread of COVID-19, the Ministry of Health & Family Welfare (MoHFW) will issue Standard Operating Procedures (SOPs).
Schools, Colleges, Training institutions have been closed for a long time and has greatly affected the students learning. So, in the second phase, all educational institutions will be open from July 1 but with the consultation of the state governments and UTs administration along with parents feedback.
For the third phase, the government has not yet notified the date. It will be announced after analyzing the current situation and accordingly many other things will open, some of them are – Metro rails, Cinema Halls, International air travelers, entertainment parks, large gatherings, etc.
The Ministry of Home Affairs has issued other guidelines also for them to make this unlock successful such as Night Curfew – The government has reduced four hours of night curfew which was earlier from 7 p.m. to 7 a.m. changed into 9 p.m. to 5 a.m. Here, Local authorities can issue other orders according to the provisions given under section 144 of CrPC.
Activities are limited for Containment Zones –
The government has issued guidelines for the people in public for strict covering of face by face masks and maintaining social distancing, on the other hand, spitting at public places, large gatherings, consumption of liquor, paan, gutka, tobacco, etc are strictly prohibited.
Relaxing the lockdown is a very big step by the government and it is very important to spread awareness among people that this deadly virus has not been fully curbed and for which, the order also includes penal provisions which say “Any person violating these measures will be liable to be proceeded against as per the provisions of Section 51 to 60 of the Disaster Management Act, 2005, besides legal action under Section 88 of the IPC, and the other legal provisions as applicable.”
