The Gujarat High Court has issued a new Circular informing the technique for e-filing in urgent matters under the watchful eye of the High Court so as to additionally smooth out the procedure of email recording, and to expel certain troubles looked by the Registry just as the Advocates. From May 31 onwards, records of the considerable number of petitions in which urgent ones were accepted before March 24, 2020, will be recovered from various sections of the High Court and the parties involved or Advocates need not send delicate duplicates. Further, a different email address has been made for filing of urgent matters in such cases. For cases that were filed after March 24, 2020, the current arrangement of e-filing will proceed and diverse email addresses for various kinds of issues and the concerned petitions ought to be sent to that particular category of email address. The same decision has been taken after taking into consideration the trouble to download, print and register all the petitions where urgent note is acknowledged, because of the overwhelming heap of inflow of filings and limited availability of staff in the judicial branch. The circular stated as follows:
"Since the original files are being used, the Advocates are not required to send a soft copy of the petition in which an urgent note is accepted. Learned Government Pleader was apprised of this change in the functionality. After discussing with the Public Prosecutor and the other managerial staff, learned Government Pleader has informed that the office of the State Law Officers has no objection to the above non-filing of soft copies of pending matters. Therefore, learned Advocates need not send soft copies to the State Law Officers also."
The order issued by Chief Justice Vikram Nath observed that hundreds of fresh matters are registered on a daily basis, through the very same one email address. This makes it very difficult for the Registry to download all the files received on a day to day basis even after sitting at long stretches in the office. Therefore, the concept allocation of separate email addresses to different categories of matters can lead to separate staff being allotted for various tasks like downloading, printing, registering and sending them to the residence of Hon'ble Judges on a day to day basis.
