The Prison Authority has told the Delhi High Court that a video conferencing facility has been started from 22nd June, 2020. This step has been taken for all the prisoners during this pandemic. This will be helping the prisoners to get in touch with the legal aid lawyers. This step has been taken because all the legal consultations have been suspended since March 25th, 2020 due to the pandemic lockdown.
The video conference facility shall ordinarily take place during the court hours. The Court may pass suitable directions with regard to timings of the video conferencing as the circumstances may dictate.
The video conferencing facility for women inmates was lodged in Jail no. 6 of Tihar Jail, to consult with their private lawyers. It has started from June 24, 2020. Delhi Government Additional standing counsel Satyakam appeared before the bench comprising of Chief Justice D N Patel and Justice Prateek Jalan. The bench was informed by Delhi government counsel appearing for the Delhi Prisons authority.
The counsel also told the bench that the video conferencing facility for the prisoners to consult private lawyers would be made available in all jails in the national capital within 10-15 days. Nowadays, the prisoners, except those in Jail no. 6 of the Tihar Jail, are being allowed to take private legal aid over phones only. Prisoners can now connect to their counsels through video conferencing and also get latest updates and informations on their cases pending in courts.
The submissions for the video conferencing facility for the prisoners were made during the hearing of two separate PILs filed by two different lawyers - Ajit P Singh and Sarthak Maggon - seeking directions to the prison authorities to permit legal consultation of the inmates with the private advocates of the choice.
