Go-Ahead Given by GOM for exporting ventilators
After almost 5 months on the ban of ventilators government now has allowed the manufactures to export their products and should find a new market as the COVID-19 cases are declining day by day and the production of ventilators are increasing.
The Ministry of Health in their statement said that India is enduring to maintain a liberal declining low rate of cases fatality of COVID-19 patients, which currently is 2.15%. It can be said that out of Five Lakh cases only Eight to Ten Thousand cases are using ventilators for a short period. Last recorded on 31st July 2020 only 0.22% of people were on ventilators which means out of Five Lakh cases only Eleven Hundred people were using the artificial respiratory system. The Health Ministry also said in comparison with the month in January 2020 there 20% increment in the domestic manufacturers in the country.
The Government freed the export of ventilators after a high-level of Group of Ministers (GoM) on COVID-19 agreed to a proposal made by The Health and Family Welfare Ministry to allow the export of the ventilators or other artificial respiratory system made by domestic manufacturers. Free means export is permitted without a license from DGFT. In January 2020 the production of ventilators was 50-100 in a month and there were a smaller number of manufacturers but now the production is 5000-10000 ventilators in a month and a large number of producers stepped in the market. The Directorate General of Foreign Trade (DGFT) said that “All Ventilators with any other respiratory system or oxygen therapy kit are made free to export. DGFT prohibited the export of ventilators in the march to ensure the domestic availability of machines to fight COVID-19 vide DGFT notification no. 53 with effect from 24.03.2020.
As per section 3 of the Foreign Trade (Development and Regulation) Act 1992 the central government is empowered to make provision for prohibiting or otherwise regulating the import or export of goods or services or technology.
Notification no. 53 dated 24.03.2020 is amended to the extent that all ventilators including any other artificial respiratory system or oxygen therapy system are made free for export said the Directorate General of Foreign Trade (DGFT).
Conclusion
As the number of cases of COVID-19 is declining and the number of production of ventilators has been increased in the past few months, therefore, keeping all the aspects mind The Health Ministry with the high-level group of Ministers decided to export Indian made ventilators to other country and make a good market. The rate of a fatal case of COVID-19 patients is approximately 2.15% which means only a few people in India are on ventilators. In January 2020 the number of production of ventilators was 50-100 per month but in the present scenario there are many producers of ventilators and 5000-10000 ventilators are produced per month.
