The Madras High Court, while considering a petition that highlighted concerns with regard to the new strain of the COVID-19 virus that had emerged in India after initially being discovered in the United Kingdom, exclaimed that it is imperative that the Central Government gives due consideration to the issues alluded to in the petition and seeks professional expertise on the same in order to undertake the necessary and urgent measures to ensure that further dissemination of the new strain of the COVID-19 virus can be prevented. A Statement by the Ministry of Health, Family and Welfare which described the Standard Operating Procedure for the response and epidemiological surveillance of the new COVID-19 virus strain was issued on the 2nd of December 2020. Furthermore, it illustrated the activities that needed to be performed both at the point of entry and within the community for all foreign passengers traveling from or those who have transited through the United Kingdom from the 25th Of November to the 23rd of December 2020. The Ministry examined the situation regarding the resumption of air travel between the United Kingdom and India and after further deliberation with the Ministry of Civil Aviation has proposed to facilitate restricted flight connectivity between the two nations from the 8th of January 2021.
The petition before the court identified a number of valid questions about the supervision and surveillance of co-passengers who were exposed to a passenger with a new strain of the COVID-19 virus, who might eventually be considered to carry the new strain of the virus.The bench comprising of Justice Senthilkumar Ramamoorthy and Chief Justice Sanjib Banerjee has instructed the Central Government to denote to the High Court, what contingencies and measures are being undertaken to prevent the large scale outspread before the 18th of January 2021.
