The Government of Jammu and Kashmir has appointed seventeen sub judges to the position of district judges for a period of six months on an ad hoc basis. The appointments will be valid for either a period of six months or till the district judges are appointed or selected via the regular methods, whichever is earlier. The appointment letter also elucidated what was to happen at the expiry of the six month period.
The appointment letter stated that the sub judges appointed as district judges will revert to the position of a cadre of Civil Judges Senior Division or Sub judges. This shall happen if at the end of the six-month time period, the appointees either cannot prove themselves fit for the position of District judges or if there are not enough posts as district judges available for their promotion to the post. It made it clear that the ad hoc appointment did not confer upon them the right to claim seniority or any other superiority over those who had been appointed in a regular selection against either direct or LCE quota.

This was done by an order (Government Order NO: 153 - JK (LD) of 2021) issued by the Secretary to the Government of Jammu and Kashmir on Friday, 15th January 2021, in pursuance of the recommendation made by the Registrar General of the Jammu and Kashmir High Court as per Rule 20 of the Jammu and Kashmir Higher Judicial Service Rules 2009.
