A written petition has been filed by 160 students of the Thapar Institute of Engineering & Technology Patiala, in the Punjab And Haryana High Court under Article 226 against the conduct of examinations via offline mode and limited examination centres across the country forcing the students to write the exams. The petition has been filed through Advocate Tanvi Dubey, Advocate Sanjay Kumar Dubey, and Advocate Priyavrat Parashar. The students argued that this decision violates their right to health amid covid-19. They also stressed the point of the huge expenses they’re to incur for writing the exams, as the exams were planned to be conducted two-week long, and only 35 test centers were provided. This forces the students to incur boarding and lodging expenses for the entire period. Not all families would be well-off to pay for such expenses amid the pandemic as it has caused financial pressure on many families. The petition, filed by the students, narrates that the institute first announced its decision in December and issued further communications pertaining to the conduct of the offline examinations. This issue is a serious debate as the institutions recommend offline exams as online exams would not be suitable enough to conduct fair and worthy exams. On the other-hand students argue on the basis of the right to health, both being valid points. The UGC guidelines had given an option of offline or online or a blended (online and offline) mode for the conduct of examinations in view of the ongoing pandemic.
