In view of lack of suitable organisation and paucity of resources with the State Governments, the development of inland water transport has not made much headway. There are certain advantages in this mode of transport, such as its low cost of transport, energy efficiency, generation of employment among weaker sections of the community and less of pollution. The various committees set up by the Government for the purpose of looking into this matter recommended that the Central Government should declare certain waterways as national waterways and assumed responsibility for their development. 2. It is proposed to make a beginning with the Ganga-Bhagirathi-Hooghly system by declaring the reach Allahabad- Haldia as a national waterway. Information currently available indicates that the depth of water beyond Allahabad on the above referred river system is not adequate for sustained operation by large mechanised crafts. Regulation and development of Ganga-Bhagirathi-Hooghly river for purposes of shipping and navigation on the national waterway under the control of the Union is in the public interest and declaration to that effect has also been made in the Bill. Hence this Bill. - Gaz. of India, 6-5-1982, Pt. II. S. 2, Ext., p. 15 (No. 24).
An Act to provide for the declaration of the Allahabad-Haldia Stretch of the Ganga- Bhagirathi-Hooghly river to be a national waterway and also to provide for the regulation and development of that river for purposes of shipping and navigation on the said waterway and for matters connected therewith or incidental thereto. Be it enacted by Parliament in the Thirty-third year of the Republic of India as follows:-
SECTION 01: SHORT TITLE AND COMMENCEMENT
(1) This Act may be called The National Waterway (Allahabad-Haldia Stretch of the Ganga-Bhagirathi-Hooghly River) Act, 1982.
(2) It shall come into force on such date1as the Central Government may, by notification in the Official Gazette, appoint.
SECTION 02: DECLARATION OF A CERTAIN STRETCH OF GANGA-BHAGIRATHI-HOOGHLY RIVER TO BE NATIONAL WATERWAY
The Allahabad-Haldia Stretch of the Ganga-Bhagirathi-Hooghly river, the limits of which are specified in the Schedule, is hereby declared to be a national waterway.
SECTION 03: DECLARATION AS TO EXPEDIENCY OF CONTROL BY THE UNION OF GANGA-BHAGIRATHI-HOOGHLY RIVER FOR CERTAIN PURPOSES
It is hereby declared that it is expedient in the public interest that the2[union] should take under its control the regulation and development of Ganga-Bhagirathi-Hooghly river for purposes of shipping and navigation on the national waterway2[to the extent provided in the Inland Waterways Authority of India Act, 1985].

SCHEDULE 1 LIMITS OF THE NATIONAL WATERWAY (ALLAHABAD-HALDIA STRETCH OF THE GANGA- BHAGIRATHI-HOOGHLY RIVER)
From road bridge at Allahabad across the river Ganga, about 2 kms up-stream of the confluence of the rivers Ganga and Yamuna at Triveni to the Inland Waterway limit on the tidal waters of the river Hooghly from a line drawn between No. I Refuge house at the entrance to Baratola river commonly called channel creeek to a position 2.5 kms. due south of Saugor lighthouse, and then connected to the right or south bank at the entrance to the Hijili or Russulpore river, through river Ganga, lock canal and feeder canal at Farakka, river Bhagirathi and river Hooghly.
