THE MEGHALAYA ROLLER FLOUR MILLS & CHAKKI MILLS WHEAT PRODUCTS [EX ? MILL] PRICE CONTROL ORDER, 1980
NO. SUP. 69 / 78 / 80, dated 20th September, 1980. Whereas the Govt. of Meghalaya is of opinion that it is necessary and expedient so to do for maintaining supplies of Wheat Produced by Roller Flour Mills and Chakki Mills in the State and making them available at fair Prices.
Now therefore, in exercise of the Power conferred by Section ? 3, of the Essential Commodities Act, 1955, [10 of 1955] read with the Orders of the Govt. of India in the Ministry of Agriculture (Department of Food), NO. G.S.R. 452 (E), dated the 25th October, 1972, and NO. G.S.R. 168 (E), dated the 13th March, 1973, and with prior concurrence of the Central Govt., the Governor of Meghalaya hereby makes the following Order, namely:?
01. Short title, extend and commencement:? (1) This Order may be called the Meghalaya Roller Flour Mills and Chakki Mills Wheat Products [Ex ? Mill] Control Order, 1980.
(2) It extends to the whole of the State of Meghalaya.
(3) It shall come into force at once.
02. Definition:? In this Order, unless the context otherwise requires :?
(a) "Roller Flour Mills" means a Flour Mill in which disintegration of Wheat is done by Grooved Steel or Iron Roller worked by Power.
(b) "Chakki Mill" means a milling process in which disintegration of Wheat is done by Power or Diesel Engine.
(c) "Wheat Products." means Suji, Maida, Atta, Wholemeal Atta and Bran produced in Roller Flour Mills and also Wholemeal Atta and Bran produced in Chakki Mill.
03. Maximum Ex ? Mill Prices of Wheat Products:? (1) No Owner or other Person Incharge of a Roller Flour Mill or Chakki Mill shall sell or offer for sale, ex ? Mill, any of the Wheat Products specified in Column ? ( 1 ) of Table ? 1 annexed to this Order at a price exceeding the price specified in corresponding entry in Column ? ( 2 ) of the aforesaid Table.
(2) The production of different kinds of Wheat Products in the Roller Flour Mills and the Chakki Mills shall be in accordance with the extraction Percentage specified in the corresponding entry in Column ? ( 3 ) of Table ? 1.
04. Maximum Wholesale and Retail prices of Wheat Products:?The Deputy Commissioners and the Sub ? Divisional Officers of the State shall fix the maximum Wholesale and Retail Price of Wheat Products of the Areas within their jurisdiction on the basis of guidelines issued by the State Govt. from time to time taking into consideration the following, namely :?
(i) Ex ? Mill Prices.
(ii) Sales Tax on containers.
(iii) Freight charges from destination ( mills premises ) to District / Sub ? Divisional Head Quarters.
(iv) Handling charges both at dispatching points and at destination points, if not already included in the Freight charges.
(v) Wholesaler’s Profit Margin.
(vi) Retailer’s Profit Margin.
