The Delhi High Court has directed the Delhi University to collect the data regarding the number of students who have applied which are seeking digital degrees and also the number of certificates that have been issued till now by the university. The High Court further added that in spite of judicial orders released, no action has been taken for issuing digital degrees and this is in complete violation of the orders released. In this case, a petition was filed by an SRCC graduate of 2017 regarding the non-issuance of online degrees.
The court had observed that more than 30,000 students have applied for the same of issuance of digital degree and not a single student has received the same through the Digilocker portal and more to add to this statement the basic data, that is, the date of birth has still not been obtained by DU which is not acceptable in any of the scenarios.
In the reply to the High Court, DU said that data has now been seeked from various colleges and faculties and further added that this time the university has decided to add a passport-sized photograph to the degree and there has been no time to collect the same and that is the reason why there has been a delay in issuing of the digital degree. The Court has directed DU to file an affidavit which says that a there should be a timeline which explains what would be the proper timeline in which the students would be able to receive the digital degree and the Court has directed that there is no need to collect the physical submission of the documents because it would defeat the purpose of online degree certificates because of the COVID-19 pandemic and further there are many students who are not in Delhi and will not be able to submit the required documents.
Further, the court ordered that if any student need the digital certificate in urgent they should send the request once again to the authorities and for the same, the Court has directed the IT department to create an 'urgency' tab that students could access for sending the requests for digital certificates,
It has been directed that DU shall ensure that students should receive the digital degree certificates within one week of the registration done by the students
