On Tuesday, the Allahabad High Court directed the Uttar Pradesh Government’s Health Department to come up with a definite vaccination plan to curb the spread of the Covid-19 virus in the State. A division bench comprising Justice Siddharth Varma and Justice Ajit Kumar noted that though the first phase will begin on 16 January 2021, no clarity is provided about when the next phases would begin and about other details of the following phases.
The order stated that “The Principal Secretary of the Health Department of the State of U.P. has provided a certain time table for the vaccination. However, the timetable only indicates that the vaccination would commence from 16th January 2021, and when the first phase would be over and the second phase would begin, is not at all clear from the instructions. Detailed instructions, therefore, be provided on the next date of hearing.”
The court’s order was given while it was hearing the Suo moto PIL regarding issues relating to Covid-19. The hearings were mainly on 3 issues- the vaccination plan, Magh Mela 2021, and the re-opening of schools in UP.
The court asked for definite dates and the intended layout of the vaccination program. The state Health Department is required to come up with a plan on the above-stated concerns by 22 January 2021.
The court has also expressed its views on the re-opening of schools and colleges in the state. The court suggested that the institutions should be run with restricted staff and students with proper implementation of health guidelines for the pandemic. “By the next date, a definite proposal be placed before the Court by which the Resolution/Scheme may be amended so that no commercial activity is seen in the residential areas and in the areas where school/educational institutions are established. If any such area, by any chance, is declared as a commercial area, then the Committee may also look into it.”, the court said on the issue.
The matter has been posted for hearing on 22 January 2021.
