After examining the report submitted by the learned Chief Secretary, and the Secretary, Medical Health and Family Welfare, the high court of Uttarakhand stated that the system clearly lacks an adequate health care system. Regarding The forthcoming Kumbh Mela, to be held on 27th February 2021, the HC instructed the state to enhance the available health care facilities to combat the spread of covid19.
The court had earlier asked the State Chief Secretary and the Secretary, Medical Health and Family Welfare on its measures taken by the state to manage the population explosion that would occur during the Kumbh Mela. After examining the report, the bench consisting of CJ Raghvendra Singh Chauhan and Justice Manoj Kumar Tiwari stated that the availability of hospitals, 5,493 beds with 500 ventilators are inadequate and the court showed its dissatisfaction towards the preparedness of the state to manage such an event. Given the population of the place and the visitors to the event, the court held the state’s arrangements are inadequate.
The bench has now instructed the state to take the below measures.
• To answer the queries raised by the central government regarding the conduction of Kumbha Mela.
• To set up tents and housing layouts for the people visiting the Mela.
• To increase the number of hospitals and health care units in the vicinity both in terms of infrastructure and human resources.
• To adhere to the guidelines established by the central government on managing the large crowd during pandemics.
Both, Advocate General SN Babulkar and District Judge of Haridwar was ordered to submit the progress report on the health care systems for the Mela before 15th February. The present concern came before the court in the PIL filed by Advocate Shiv Bhatt and Piyush Garg on which the above directions were issued. The state was represented by standing counsel Anil K Bisht and Assisted by solicitor general Rakesh Thapliyal.
