The bench of Chief Justice of Kerala High Court S. Manikumar and Justice A.M. Shafique issued scads of directions to check substance abuse in educational institutions in the state.
The decision came after an alarming report submitted by the state special branch which stated that over 400 schools and colleges and institutions such as ITI and Polytechnic in the state are impacted by drug abuse. According to the report students commonly use noxious substances such as correction fluid, PVA adhesives ( Polyvinyl Acetate-based gum), varnish solutions, and ink are commonly abused by students to intoxicate themselves. As these products do not come under the range of the NDPS (Narcotic Drugs and Psychotropic Substances) Act of 1985, no legal action can be taken. Apart from that, narcotic and synthetic drugs are also used rampantly by the student community. Moreover, since possession of less than a kilogram of ganja (marijuana) is a bailable offense, students are encouraged to engage in drug abuse.

The directions issued by the court were asked to be complied with within three months of the judgment.
