In a decision with wide ramifications, the government has asked 10 intelligence and investigating agencies and the Delhi Police to intercept, monitor and decrypt “any information” generated, transmitted, received or stored in “any computer”, an action that has come under attack from opposition parties. The 10 agencies include Intelligence Bureau, Narcotics Control Bureau, Enforcement Directorate, Central Board of Direct Taxes, Directorate of Revenue Intelligence, Central Bureau of Investigation, National Investigation Agency Cabinet Secretariat (RAW), Directorate of Signal Intelligence (For service areas of Jammu & Kashmir, North-East and Assam only) and Commissioner of Police, Delhi.
The 10 agencies have been authorized “for the purpose of interception, monitoring and decryption of any information generated, transmitted, received or stored in any computer resource under Section 69 of the IT Act, 2000”, said the order passed late Thursday night by the cyber and information security division of the Union Home Ministry. The Union home secretary, according to an earlier order, is empowered to authorize or sanction the intelligence and security agencies for undertaking tapping and analysis of phone calls under the provisions of the Indian Telegraph Act.
The move has drawn criticism, with many calling it dangerous, and saying that this could be the beginning of further surveillance on citizens by the government.
