These powers are typically outlined and regulated by the constitution, which serves as the foundational legal document of a country.

Constitutional Basis for Emergency Powers:

Constitutions vary from country to country, and their provisions for emergency powers are shaped by historical, cultural, and political factors. Some constitutions explicitly mention emergency powers, while others provide broader clauses that allow for their invocation in times of crisis.
