The Supreme Court of India directed the Govt. of Delhi and the Lt.Governor to monitor the wastage of food and water in wedding functions by bringing a feasible policy into effect. The policy has to be formulated in such a manner that congestion, including traffic problems arising out of functions being carried out at hotels/farmhouses, shall be avoided. The Hon’ble Bench consisting of Justice Madan B Lokur, Justice Deepak Gupta and Justice Hemant Gupta made an observation that the policy shall focus on the possibilities of putting a guest control order into effect.
In the previous hearing, the court observed that there is a drastic mismanagement of scarcs water and wastage of food in wedding functions. It appears that the State and its authorities are inclined to the likes of Motels and FarmHouse owners thereby being detrimental to the public interests. According to the observations of the Hon’ble bench, public Interest should prevail over commercial and financial interest of owners of Motels and Farm Houses and other similar establishments.
The court stated that accessibility to food and drinking water is a natural human right, and the Delhi government must exhibit high respect to that right. ‘Money is not everything in life’ – this was the remark made by the apex court. The Chief Secretary, having been called upon to present, informed the bench about the development of alternatives along with strategies to mobilise the food, restrict the number of guests and maintain the food quality. The policy can be formulated within about six weeks, the Chief Secretary said.
The Chief Secretary further added that some reports state that stale food is being served at time which could be detrimental to the health of consumers. In addition to this, wastage of food and mismanagement of scarce water are the prime domains which are under the lens of the Lt.Governor of Delhi and the Govt. of NCT of Delhi.
Having listened to the statements made by the Chief Secretary, the Court granted time till 31st January, 2019 to enable the authorities to formulate and ensure strict implementation of the policy to protect the larger interests of the public.
