On 1stJanuary 2019, the President’s order on the bifurcation of Common High Court for Andhra Pradesh and Telangana into two separate High Courts came into effect. Under the administration of Governor—E S L Narasimhan, and in the presence of Chief ministers of both the states— K Chandrasekhar Rao and N Chandrababu Naidu, Justice Thottathil B Radhakrishnan assumed the office as the first Chief Justice of the Telangana High Court in Hyderabad, and C Praveen Kumar assumed the office as the Acting Chief Justice of the Andhra Pradesh High Court at Vijayawada.
The New High Court of Andhra Pradesh with the principal seat, as per the order issued by the President, is to be located at Amaravati. The new Chief Justice of Telangana administered the oath to 12 Judges of the High Court in the existing court premises. Subsequently, the Acting Chief Justice and 13 other judges, which include Justice S V Bhatt, A V Sesha Sai, M SeetharamaMurti, U Durga Prasad Rao, T Sunil Chowdary, M Satyanarayana Murthy, G Shyam Prasad, J Uma Devi, N Balayogi, T Rajani, D V S SSomayajulu, K Vijayalakshmi and M Ganga Rao, took the oath.
The Chief Minister of Andhra Pradesh called the day ashistoric. Further, he expressed his happiness on inaugurating the New High Court. The resultant effect is the end of the bifurcation process as a whole. As the construction of new High Court Complex is still in progress, the Chief Minister’s camp office in Vijayawada is converted into ad-hoc court premises, and the same was inaugurated by Supreme Court Judge Justice NV Ramana.
The permanent High Court Complex is expected to come into being in three years from now. In addition to all these, the advocates of Telangana High Court expressed their happiness on the constitution of separate High Courts for the two states. They said that 60% of the cases before the previous common High Court were from the state of Andhra Pradesh, and the litigants feel convenient about the establishment of two separate high courts.
In the backdrop of emotional sequences by the advocates in the Hyderabad High Court premises, an official said the proportion in allocating the 1,600 employees at the Hyderabad High Court would be 58:42 to Andhra Pradesh and Telangana respectively.The official added that certain senior officials were sent to Andhra Pradesh until the final allocation is made, and the transfer of files to the Andhra Pradesh High Court began smoothly.
