The Voter Verifiable Paper Audit Trail or VVPAT machines are generally used during election process to verify that the vote polled by a voter goes to the correct candidate. VVPATs are a second line of verification and are particularly useful in the time when allegations around Electronic Voting Machines tampering crop up. Parties have been making regular demands for VVPATs to be used during elections after increase in tampering instances of EVMs.
In its earlier order of 8th April the apex court directed the Election commission to increase random matching of VVPAT slips with the EVMs from 1 polling booth per assembly in segment to 5 Polling booths in one assembly during the parliamentary elections. A petition by 21 political parties is filed before SC for review of this April order on the basis of reasoning that even the above increase is not a reasonable number and does not totally rule out the possibilities of tampering. The petitioner contended that such increase does not make any substantial difference from the earlier existing situation and at least 50% of the VVPATs must be verified.
The case of Subramanian Swamy V. ECI (2013) was cited by petitioner in which it was held that VVPAT is indispensible requirement of free and fair election. It was contended on the basis of the decision that at least 50% of VVPAT should be verified. The SC on 3rd May allowed the review petition and listed the matter in next week for hearing.
