Recently after an environmental activist moved to Delhi High Court trying to obtain the direction from the court so that the CBI can start its investigation into unproven capricious nature showed in the up keeping and preservation of the zoo also inclusive of illegitimate trafficking of animals and their parts. Subsequent to the same, the Delhi High Court has provided the notices to the Centre, the Director of the National Zoological Park (NZP) in Delhi, the Central Zoo Authority and the Central Drugs Standard Control Organization. The petition has been initiated by Ajay Dubey who is a pioneer of Bhopal-based environment action group ‘Prayatna’. He pleaded to the Central Zoo Authority for the instructions in order to rusticate the existing administration of the zoo and assign temporary administration till the petition remains undecided.
On behalf of Ajay Dubey, his counsel put forward their contentions that the animals in the zoo are being provided with those medicines which have hitherto reached their expiry dates and also claimed that the authorities governing the National Zoological Park on July 11, 2011dumped the ivory that was skeptically gathered from the Rhinoceros Maheshwari and which has not been traced yet. Further this incident smelled of something suspicious such as trafficking of valuable animal parts across the border. The petition also submitted that the concerned authorities of the NZP had on many occasions provided the factually imprecise or untrue information to the CZA in their statutory Annual Inventory Reports under Rule 11 of the Recognition of Zoo Rules, 2009.
To substantiate the same the petition highlighted one of the incidents when an animal identified as stump-tailed macaque was not perceptible in its compound but the zoo authorities were not at all troubled or concerned about the missing animal and no alarm was clanged as per the standard operating procedure. Therefore, all these aforementioned incidents clearly imply the unaccountable and feckless approach of authorities towards their responsibility and duty.
