Adhaar authentication for good governance ( Social Welfare, Innovation, knowledge ) Rules 2020, have been notified by the Ministry of Electronics and information technology on 5 Aug 2020 in the official gazette of India.
Rules are enacted in the exercise of the power given under section 53 of Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, which empowers the central government to makes rules.
For “usage of digital platforms in the interest good governance, preventing leakage of public funds, promoting ease of living of residents”, the central government can now allow requesting entities to carry out Aadhaar authentication.
Aadhaar authentication will also be allowed for the “prevention of dissipation of social welfare benefits” and “enablement of innovation and the spread of knowledge”. Such authentication is voluntary, as per the Rules.
RULE 3 stated purpose Purposes for Aadhaar authentication for the following purposes, namely
(a) usage of digital platforms to ensure good governance.
(b) prevention of dissipation of social welfare benefits,
(c) enablement of innovation and the spread of knowledge.
As per notified Rules, The Ministry or the Department of the Government of India or the State Government, desirous of utilizing Aadhaar authentication for a purpose stated in rule 3 shall prepare a proposal with justification in regard to such purpose for which Aadhaar authentication is sought and submit the same to the Central Government for making a reference to the Authority.
On receipt of the proposed authority will examine, if satisfied that the proposal is in accordance with the rule 3 and the provisions of the Act, it shall inform the Central Government that the requesting entity may be allowed to perform Aadhaar authentication
Meaning of Adhaar authentication as per act:
“Aadhaar Authentication means the process by which the Aadhaar number along with the demographic information or biometric information of an Aadhaar number holder is submitted to the Central Identities Data Repository (CIDR) for its verification and such repository verifies the correctness, or the lack thereof, on the basis of the information available with it.”
“The purpose of Aadhaar Authentication is to provide a digital, online identity platform so that the identity of Aadhaar number holders can be validated instantly anytime, anywhere.”
UIDAI (Unique Identification Authority of India) offers Aadhaar-based authentication as a service that can be availed by requesting entities (government/public and private entities/agencies). There are three modes of authentication provided in an online and real-time manner by UIDAI
