NALSA Chairman presides over Delhi Legal Services Authority’s first online Lok Adalat
Justice NV Ramana, the executive chairman of the National Legal Services Authority (NALSA) and Judge of the Supreme Court of India has presided over the first online Lok Adalat organized by Delhi Legal Services Authority working under the aegis of NALSA.
Others at the ceremony included DSLSA's Chief Patron Chief Justice DN Patel of the Delhi High Court, and Delhi High Court's Justice and Executive Chairman of DSLSA, Hima Kohli.
e-Lok Adalats has been created to meet the challenges of the pandemic but its usage may be seen in the post-pandemic period too. Many States Legal Services Authority has already launched e-Lok Adalats earlier viz. MP, Chattisgarh, Karnataka, and many are planning to launch e-Lok Adalats in the coming months.
In his presidential address, Justice Ramana said that these are testing times and we have to find innovative solutions to tackle the problem. “We have to learn and embrace new ways for the betterment of society. The pandemic has brought about new and immediate challenges for the justice delivery system. Judges in various courts across the country are working through video conferencing to make justice accessible to all. This well- organized digital solution in the form of Online Dispute Resolution (ODR), a combination of technology and ADR, will give a new momentum to Lok Adalats in India”. He also added that the major challenge which we have to solve is to make available the technology to the people who are living in the remotest area of the country and may not be able to use video conferencing.
His lordship also said that Training programs are also being organized through webinars. From April to June 2020, around 15,555 programs were held for panel lawyers, 827 legal awareness programs were held for the targeted population through webinars. 170 legal awareness programs were held through Radio and Television. 6,26,275 people were provided legal information and advice through National as well as State Legal aid helpline numbers.
He also pointed out that Legal Services authorities across the nation have provided effective legal advice and representation to arrested persons during this pandemic period. Around 16,646 persons were provided legal assistance and in 6812 cases bail applications were filed, out of which 4601 arrested persons were granted bail at the remand stage. 495 convicts were provided legal assistance in filing appeals.
In domestic violence cases, around 3443 women were provided legal assistance. About 662 cases were disposed of through mediation. 441 petitions were filed in Courts.
The Legal Services Authorities across the nation, in coordination with the District Administration and different NGOs, are reaching out to millions of people to help them with their legal needs which have cropped up during the pandemic.
Justice DN Patel in his address appreciated the work of NALSA and especially Justice Ramana who conceptualized the e-Lok Adalat. Hon’ble Ms. Justice Hima Kohli informed that 11 districts of Delhi participated in the Lok Adalat and collaboration was made with SAMA for the smooth functioning of e-Lok Adalat.
