The Supreme Court issued a notice on Friday in response to a plea which sought directions to the Union to come in the front and declare 3,373 vacated seats of All India Quota (AIQ) under Medical NEET-PG 2020 as expired due to the non-joining of shortlisted candidates after the publication of final list and also to fill them in order of merit as per the NEET-PG examination.
The plea asserts that even after the High Court passed directions earlier in 2017 and 2018 cases, the Medical Counselling Committee, Directorate General of Health Sciences still received resignation requests from selected and enrolled candidates after the 2nd round of counselling of NEET-PG 2020 exam, which finished on 16th June 2020.
The plea noted that after the final list of shortlisted students was published a total of of 3,373 number of AIQ seats were vacated under NEET-PG and these are now returned to the respective state quota for counselling to be done by the state government.
Therefore because of the lapse of the AIQ seats, candidates who were determined to avail the AIQ seats, are being deprived like the petitioner himself, reason being that the vacant AIQ seats are being passed to the states. In this context, the petitioner noted that those candidates who were unable to avail the seat shall now not be allowed to avail it.
During this pandemic and resultant lockdown, the scheduled PG exams have been altered and the delayed the result of NEET-PG. Moreover, AIIMS, JIPMER & PGI have declared the results first said the petitioner.
He contended that, "Therefore, this has led to chaos amongst the candidates, who after realising that they have secured seats in AIIMS, PGI-Chandigarh, and JIPMERPondicherry, have opted to leave their seats secured under the AIQ of the NEET-PG exams. Therefore, a large number of non-reporting/joining or vacant AIQ seats have been created which are now being sought to transfer to state admission committees".
The petition further states that during this time when the nation is locked in a problem and doctors are the warriors who are working in the frontline, there is an urgent need to them.
In this context, it will adversely affect the healthcare in our country if such vacated seats are allowed to lapse, therefore making it important that these AIQ seats in Government Medical Colleges as well as Deemed Universities are given to the candidates based on their NEET-PG 2020 ranks.
