Due to increase in activities like mob violence and lynching Centre has formed high level committee, in order to prepare a report recommending measures that can be taken to prevent such acts. The committee to be headed by the Union Home Secretary Rajiv Gauba and other members of the committee comprising Secretaries of Department of Justice, Department of Legal Affairs, Legislative Department and Social Justice and Empowerment. To committee is directed to submit the recommendations to Group of Ministers (GOM) within 4 weeks. The GOM is headed by Union Home Minister Rajnath Singh. Then after considering the recommendations of the committee, GOM will submit its recommendations to the PM.
In addition to this the centre also issued an advisory to the states and UTs, directing them to submit the report regarding the measures taken by them to implement the decision rendered by the SC on July 17. The advisory stated- police and public order are state subjects, therefore the responsibility lies with the State to control crime, maintaining law and order, and protecting the life and property of the citizens. Hence States and UTs can only control such acts by introducing laws for protection of citizens irrespective of their caste, creed or religion.
All these steps are taken by the Centre after the verdict of the SC came that mob violence and lynching should not become a norm in the country. The SC directed Parliament to make laws controlling such acts as law is the only means that constitutes the civilised society.
Meanwhile in SC a contempt petition was filed by Senior Advocate Indira Jaisingh alleging that Rajasthan Government is not complying with the SC order. The petition is related to the incident in which Rakbar Khan, a muslim man, who was attacked by a group of vigilantes in Rajasthan’s Alwar on the allegation of slaughtering two cows. The man succumbed to the injuries caused by the vigilantes. The matter was referred before CJI Dipak Misra and will be heard on August 20.
