Answer By Lawyer :  You can file an application u/s 91 to call upon such reports by the order of the court rti applies to govt and govt undertaking institutions I don't think this citation will work...

And the concerned authority can not say that the record is not traceable and hence if they doing such a negligence act it will attract a complain under section 201 of IPC...
