Tele-Law project launched in Bihar, remuneration of Para-legal volunteers doubled

PATNA: Remuneration of para-legal volunteers (PLVs) working with different state legal services authorities and district legal services authorities across the country, has been doubled.

Addressing a function here on Sunday, Supreme Court Judge and National Legal Services Authority (NALSA) executive chairman Justice Dipak Misra announced 100% increase in remuneration of para-legal volunteers (PLVs). He said the PLVs across the country would now be paid remuneration of Rs 500 per day against the existing Rs 250 per day for providing legal assistance to needy litigants.

Justice Misra was addressing the PLVs after launching "Tele-Law", a central government's project, along with Bihar CM Nitish Kumar and Union law minister Ravi Shankar Prasad, at SK memorial hall here.

The announcement of hike in remuneration was cheered by hundreds of PLVs who had gathered from across the state to witness the first-ever launch of Tele-Law in Bihar. Bihar is the fourth state after Assam, Jammu & Kashmir and Uttar Pradesh, where Tele Law has been launch.

"Tele- Law" is a project of Government of India in association with NALSA to provide legal aid services through Common Services Centres (CSCs) at the panchayat level. Under the scheme, a portal called "Tele-Law" will be available across the CSCs network. The portal will enable people to seek legal advice from legal aid lawyers through video-conferencing available at the Common Services Centres located at a remote village.

"The main purpose of Tele Law scheme is to take legal aid to the door step of the poor and marginalized community through Common Services Centres," Justice Misra said.

He said there are altogether 1,800 PLVs in Bihar. The number of PLVs would be increased to 4,000 by August 21 this year.

Justice Misra further said the PLVs and the village level entrepreneurs (VLEs) who establishes and runs CSCs at panchayat level, are "captains" of the Tele-Law scheme. Stating in details the story of monkey king 'Hanuman' and Nal-Neel brothers of Ramayana period, Justice Misra said the PLVs are like 'Hanuman' and VLEs are like Nal-Neel of this programme. He called upon the PLVs and VLEs to make the Tele Law scheme a grand success because it provides them a chance to serve poor and needy in remote areas.
