Issuance of Digital Degree Certificates via Online Portal Ready, Delhi University to DL HC

The Delhi University has informed the Delhi HC that they have activated the online portal for issuance of digital certificates i.e. www.digicerti.du.ac.in.

Justice Pratibha M Singh expressed satisfaction and has recorded its appreciation for the efforts made by the officials of the Delhi High Court IT team, Delhi University, and Digilocker for coming up with the template of the digital degree certificate in a timely manner.

“....DU has activated the online portal for issuance of digital degree certificates being www.digicerti.du.ac.in, wherein the students have to register themselves and give their details including their academic qualification, name of their college, etc. Upon the same being completed by the students, the digital degree certificates for the students shall be issued within a maximum period of one week, after completing the verification, etc", stated the court.

The HC was hearing the plea that was filed by medical graduates who are waiting for their degree certificates since 2018. After there was no response from the university, the petitioners have reached out to the court.

In an earlier petition, the court had observed that DU must make alternative arrangements to issue digital certificates to the student during this COVID-19 pandemic. DU has informed the court that the certificates have not been issued to the students due to the non-availability of papers. Moreover, they are taking steps to resolve the issue. Even the tender for printing certificates was finalized on the 3rd of August.

Earlier this week, the court has observed that even after giving a sufficient amount of time the Delhi University has not taken adequate steps therefore the Court has formed a committee to look into the matter urgently.

The HC has now asked an affidavit from the DU on how it was working out the modalities with 'Digi Locker' to transmit all data relating to degrees awarded, within a time-bound manner.

 The Ministry of Electronics and Information Technology/Digilocker has also been asked to file an affidavit on the same issue. DU shall even file an affidavit on providing mark sheet and transcript through the digital mode

The matter will be next heard on the 7th of September.
