The Patna High Court took up a matter regarding the plan of action, availability of beds, and situation of Covid dedicated hospitals in the state of Bihar. The matter was heard by JUSTICE CHAKRADHARI SHARAN SINGH and JUSTICE MOHIT KUMAR SHAH.
On the order of the Court on 19th April 2021, an inspection of Nalanda Medical College and Hospital was conducted by the Director of AIIMS, Patna, and the secretary of Bihar Human Rights Commission to assess the infrastructure and facilities being provided in the hospital. A report was which was submitted before the Court. The report contained the data for the number of Covid patients admitted along with the number of them who are on oxygen, ventilator, or in ICU. The team visited the potential areas for Covid centers, Child and mother care center where covid patients were admitted, and oxygen manifold area. The report submitted that the hospital is having 500 covid beds with 400 of them with oxygen facility and 60 ICU beds. As many as 70 ventilators and 200 monitors are available in the hospital. Presently, there are 470 nurses and 150 attendants which need to be increased by 100 nurses and 150 attendants. The supply of masks, oxygen, and PPE kits were good. Few drugs were not in adequate supply and a finger clip oximeter is not available. The team also gave some suggestions like training programs, different teams for clinical and non-clinical departments.
The counsel for the state of Bihar mentioned the action plan to meet the demand for oxygen and installation of Pressure Swing Absorption (PSA) plant for which a proposal has been sent to the Centre government. A request for 300 metric tones of oxygen is also made to the centre. The court asked for the blueprint of the mode and manner in which DCHC and DCH will be supplied oxygen by state. A report was submitted by the registrar general in regard to the demise of an officer in the registry of Patna High court who was also a victim of a shortage of oxygen in the hospital.
The Court directed the Additional Solicitor General to seek instructions from the Government of India regarding steps which can be taken to ensure supply of oxygen in hospitals of Bihar and requested Senior Counsel, Rajiv Kumar to seek instructions from the State of Bihar for the same. The Court directed the Health Department of Bihar to submit a report on data of hospitals in Bihar amid covid situation and conduct surprise inspection of the hospitals.
