The Central government has sought to make some changes in the Driving license (DL) and Vehicle Registration Certificate (RC) following the amendment in the Motor Vehicles (Amendment) Act 2019.
Now all the DLs and RCs are going to have a standard format of information printed on them and are thus going to look the same in every state. Earlier very state used to follow its own format for printing information on these documents. But now every DL and RC will look the same.
These documents are also going to possess a QR code and microchip so as to collect as much information a possible about the driver of the vehicle. The QR code and the chip will also help to trace the driving history of the people all of which will be accessible by the central government database. The traffic personnel would also be given a handy tracking device to scan these QR codes if required.
There used to be much confusion about the DL and RC as every state followed its own pattern to print the information on them. Therefore in some states the information used to be printed on the front side of the document an in other states it was printed on the backside.
To avoid this confusion the Centre government had issued a draft on this notification and the response received by the people thus led to this decision being made by the government. The quality of the new DL and RC will also be kept in mind so as to prevent easy fading of information. Also, all the DLs and RCs throughout the country will have the same color and will be printed in the same manner.
The above changes will come into effect from October 1st, 2019. It is also said that on the one side of the RC the fuel type of the vehicle along with the emission information and the details about the owner of the vehicle would be shared whereas the OR code, type of vehicle, information about the license would be given on the backside of RC. Other than this a microchip would be given on both the documents on the front side.
