State of Haryana has agreed to issue weekly e-passes to all lawyers / staff who want to visit Delhi for court / legal work , in order to provide easy access to lawyers residing in Delhi NCR region.

Advocate will then also need to apply for prompt e-pass issuance on 'Saral Haryana' site.
Sanjay Rathi, Co-Chairman, Delhi Bar Council has advised that the operation of private offices has been permitted in the light of guideline 7(f) released by MHA on 1 May 2020. As such Delhi and outside Delhi lawyers are allowed to come to their office and attend to their jobs.The lawyers residing in NCR are not allowed to cross the border by the State of Haryana and Uttar Pradesh, but they are bound by the guidelines provided by MHA on 1 May 2020 and the movement of lawyers can not be limited in violation of Article 19(1)(d) .... The State of UP claimed in its counter affidavit that advance the apply to thier Nodsl officer for passes.
He further states that "Haryana State has agreed to issue weekly e-passes to all lawyers / staff who wish to visit Delhi for legal / court work. Interested lawyers can forward their application to the Delhi Bar Council."
